1. Register a domain (I won't suggest going after free blogs such as Wordpress.com or Blogger). It will cost you around $10.
2. Buy a Hosting plan - cost around $50 a year.
3. Install Wordpress CMS, free to download from WordPress.org
4. Select a niche you're expert in and writing useful content to give value to your readers.
5. Once you've published around 100 articles monetize your blog by applying for an account at Google.com/Adsense

Reach out to the decision makers of the companies within that industry on a local basis and let them know that you can help them with head hunting. 

Usually there are no service charges involved in this process however if the company hires someone recommended by you they pay you equivalent to 50% of the candidate's salary whereas the rest 50% of it you collect from the candidate who got recruited.

I first came along with this idea when I visited Scotland. We were trying to find places to visit and came across this Scottish women who did this.  We decided to give her a try, it was the best decision, she knew the local area inside out. Not only she knew which places to show, the history but she also knew where were all the good deals.  I thought doing it in my city would work good also.
