Tip - Can I connect and use USB 3.0 device to laptop with USB 2.0?

I am purchasing an external hard drive which has USB 3.0 interface but I have a Dell Inspiron laptop which has USB 2.0 interface. Will The external HDD device work with my Dell laptop?
