Tip - How can I achieve best compression results using WinRAR?

Recently, I downloaded a 13 MB RAR file through Torrent. When extracted it was 245 MB. I am wondering how it was compressed using WinRAR. Please tell the way to compress using WinRAR. There was difference between ratio also im properties and archive tab the lower the ratio the more the compression.
